Add sharding_key for member_roles table

What does this MR do and why?

It DB docs of the member_roles table to use gitlab_main_cell and also adds sharding key for the table, documentation.

A follow-up issue for resolving the sharding_key issue was created - on SaaS namespace_id should be always present but on self-managed it is NULL.
