Add troubleshooting notes for missing X.509 cert in SAML response

What does this MR do and why?

This MR updates the Troubleshooting SAML to includes notes on what to do when the X.509 certificate is missing from the SAML response.

This MR is useful because it will help to deflect future tickets or make tickets that do get created easier to solved. The need for this came up in a few situation where we were helping GitLab Dedicated customers to configure SAML. This docs improvement is not limited to GitLab Dedicated and self-managed customers will benefit, too.

GitLab team members with access to the project can read more about the need for this in the Confidential issue.
