What does this MR do and why?

Add cell local schema to gitlab_subscription_histoires table.

The gitlab_subscription_histories table is used to log the historical changes of a gitlab_subscription record.

As the gitlab_subscription table itself is on cell local scope, this table can also have cell local scope.
