Properly Handle Email Invites for Block Seat Overages
What does this MR do and why?
When block seat overages is enabled for a group, then the number of billable users cannot exceed the number of seats in the subscription.
This MR prevents email invites from being added to the namespace in excess of the total number of seats in the subscription.
This feature is behind a feature flag.

How to set up and validate locally
- Enable the feature flag:
Feature.enable(:block_seat_overages, group)
- Run in simulating saas mode.
- Follow the steps seen in each video for a namespace with no empty seats left in the subscription.
