Add clarifying text around Cells being on different versions

What does this MR do and why?

Opening this MR to add some clarification text to Cells 1.0 document around "Cells receiving updates later than the rest of GitLab.com" text. The security team was worried that Cells won't pickup latest security releases however that is not the case so this MR clarifies that.
