Add API-Security CI template

What does this MR do and why?

DAST API is being renamed API Security Testing. As part of the branding change a new CI template is being introduced with the new name.

  • Fix incorrect renaming of API Fuzzing spec file to API Security in this commit
  • Add new CI template API-Security (both stable and also latest version)
  • Add spec for new templates
  • This is not a breaking change as it's additive in nature
  • There is no corresponding CI component to update
