What does this MR do and why?

Update database lab docs to reflect new instructions for accessing the new instances.

  • Add bastion ssh configuration information for accessing the new instances.
  • Move pgai database lab docs to their own page and adds a warning that pgai has not been updated to handle the new instances yet.
