Rename `NamespaceSettings::UpdateService` class
What does this MR do and why?
Rename NamespaceSettings::UpdateService class
This MR refactors the NamespaceSettings::UpdateService class to NamespaceSettings::AssignAttributesService, since it does not actually update namespace settings, it assigns attributes. Related to issue #444223 (closed). All references to the UpdateService class have been changed to AssignAttributesService, along with the relevant file names and paths as they are referenced.
