Restores iteration field for the work item incident to allow customers using incidents while work in iterations

There's no new UI elements, all items in add/edit page and sidebar for incidents are the same as in issues

Numbered steps to set up and validate the change are strongly suggested.

  1. In a GitLab EE create a group with a project, setup a cadence and add iteration
  2. Create incident setting iteration for it
  3. The incident will be visible on the Issue Board that is filtered by iteration
