EE: Fix Admin area user access level radio button labels

What does this MR do?

This is the EE version of https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/31154. The only difference/addition is that the EE 'auditor' access level is also updated in ee/app/views/admin/users/_auditor_access_level_radio.html.haml

Fixes the form labels for admin area user access level. Previously, 'Regular' and 'Admin' could not be clicked to select the radio button. The clickable area was only the radio button itself.
