(EE-Port) Remove docs from ee_compat_check testing
What does this MR do?
This is the EE Port of https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/31397, removing docs from ee_compat_check testing. The test will not run at all in docs-only branches, and will ignore docs in regular branches.
