Track usage event to /explore/dependencies

What does this MR do and why?

This change introduces a change that tracks usage data to the /explore/dependencies page. This page is currently gated behind the explore_dependencies feature flag. I have not added a changelog entry because this work is still under development behind a feature flag.

How to set up and validate locally

1. In rails console enable the experiment fully

   Feature.enable(:explore_dependencies)

2. Visit http://127.0.0.1:3000/explore/dependencies
