What does this MR do and why?

This MR adds Bitbucket Cloud Import API using username and app password. It updates existing importer that is tied to importing using OAuth token generation flow and adds support for basic auth to interact with Bitbucket Cloud API.

How to set up and validate locally

  1. Create bitbucket app password using https://bitbucket.org/account/settings/app-passwords/
  2. Get your bitbucket username from https://bitbucket.org/account/settings/
