Move the web API data flow diagram into the blueprint document

What does this MR do and why?

Moves a data flow diagram (for the web API in front of the back end implementation) for the Reusable Rapid Diffs project from the wiki into the primary blueprint document.

Please note: I'm holding off on any TW reviews until all of the (many) charts have been moved.
