Remove default `relative_position` from `epic_issues`

What does this MR do?

Remove default value of relative_position in epic_issues so that EpicIssue behaves similarly to other classes that use the RelativePositioning concern.

We don't really need the default value here because we're setting it explicitly when creating in https://gitlab.com/gitlab-org/gitlab-ee/blob/master/ee/app/services/epic_issues/create_service.rb#L21
