What does this MR do and why?

Clean Gitaly's storage state only on finishing tests

Rails test setup is currently clearing Gitaly's storage state after finishing each test suite. Simply clearing the storage without restarting Gitaly is not OK as Gitaly in-memory state expects certain state to exist on the disk while it's running.

Clear Gitaly's state only at the very end after Gitaly has shutdown.
