Add back deprecation of GraphQL `active` runner field

What does this MR do and why?

The deprecation notice for GraphQL elements was removed by accident in !113759 (merged) (which only preserved the REST API deprecations), so this MR adds back those deprecations, now scheduled to be removed in %18.0.
