Access to Dependency List page

What does this MR do?

This is a solution for https://gitlab.com/gitlab-org/gitlab-ee/issues/12250#note_200800004

We change permissions for Dependency List view so users who have access to the repository can see this list. Also, this MR introduces more granular access to data available on this page.
