What does this MR do and why?

Add final no onboarding status request layer test coverage

  • since we decided not to migrate users still in onboarding when we switch over to db only solution in #435745 (comment 1839940950), we need to document via tests what to expect in those situations the best we can. This is the final test to cover that from the request layer.
