Housekeeper: Add support for EE trailer in changelog

What does this MR do and why?

Related to !150553 (merged)

Add support for Housekeeper gem to set EE: true in the changelog if the Keep wants to do so. This reduces the review/approve cycle by having the changelog contain the correct format.
