Work items keyboard shortcuts - Part 2

What does this MR do and why?

Adds the following keyboard shortcuts for Work items

• Press r to add a comment
• Press . to open web IDE (project level work items only)

While adding the comment r shortcut, we realised the default behaviour was broken on issues and the tests quarantined, so this MR includes fixes for issues.
