Aggregate failures for PolicyCommitService specs

What does this MR do and why?

This MR adds :aggregate_failures to specs in ee/spec/services/security/security_orchestration_policies/policy_commit_service_spec.rb to learn about failures to allow us to resolve them efficiently. Some of these tests started behaving flaky (see [Test] ee/spec/services/security/security_orche... (#444720 - closed) and [Test] ee/spec/services/security/security_orche... (#444734 - closed))
