Enable changed author for cherry-picked and suggestion commits

What does this MR do and why?

These feature flags were introduced within Automated/Web Commit Signatures (&13492) epic.

They are enabled on production and can be removed now. Since they are gitlab.com derisk feature flags, they cannot be enabled by default.
