What does this MR do and why?

With the bug in #425251 (closed) fixed in latest versions of secrets analyzer, we're updating the pipeline secret detection documentation page once again to remove the notes about the limitation of overriding or disabling rules when using remote rulsets and to add information about when the bug was fixed.
