Add Ci::Partitions::CreateService

What does this MR do and why?

This MR introduces a new service to determine when a new Ci::Partition needs to be created.

This feature is behind a feature flag ci_partitioning_automation and will be called in our daily CRON worker once !151740 (merged) will be merged.
