Improve specs to remove flakiness in PolicyCommitService

What does this MR do and why?

This MR resolves flaky tests identified in #444734 (comment 1885737627) and #444720 (comment 1885739180). In specific scenarios previously used default value for branch_name might be the same for next examples in the spec causing these tests to fail.
