What does this MR do and why?

This MR removes extra information about policy scoping in the UI policy editor and updates the dropdown for policy scope to include information about both projects and subgroups.

How to set up and validate locally

  1. Go to Project/Group -> Secure -> Policies -> Scan Execution Policy
  2. Verify that there is no text with information about the policy scope below the title of the policy type.
  3. Verify that dropdown in policy scope is updated with information about projects and subgroups.
