E2E test: remove project archive spec from quarantine

What does this MR do and why?

Now that https://gitlab.com/gitlab-org/gitlab/-/issues/457099 is resolved we can remove this spec from quarantine

This spec was previously quarantined since the test user had many, many tokens which would cause the occasional 500 when retrieving tokens for a user. We now have a cleanup job for these user tokens.
