What does this MR do and why?

Due to a bug, GitLab users are unable to select Project templates from page 2+ of the project templates tab.

This MR removes pagination from the projects template tab which allows all Project templates to be on the first page as a workaround (as per Anton's suggestion).

This MR should not be merged but is created to allow customers to patch their instances. The actual bug fix is scheduled as candidate17.1.
