Enable ai_gateway_docs_search as beta feature

What does this MR do and why?

Enable ai_gateway_docs_search as beta feature, mainly for self-managed instances.

Gitlab.com won't be affected since currently it has this disabled explicitly.

Also force doc tool to use claude 2.1 to avoid issues.

How to set up and validate locally

  • Obtain the latest AI Gateway with vertex AI set up properly
  • Enable ai_claude_3_sonnet feature flag
  • Do a search related to doc.
