Resolve "Making it easier to configure approvals in project settings"

Changes

  1. Ticking/unticking "Enable approvals" shows/hides the Approvals section (immediate)
  2. Ticking/unticking "Enable approvals" enables/disables Approvals (after clicking Save)
  3. Single dropdown lists groups and users
  4. Selecting Approvers and clicking Add updates the Approvers list, and saves the Approvers to DB
  5. Removing Approvers updates the Approvers list, and saves the Approvers to DB
  6. Change field order, select approvers first
