Allow enabling a feature flag per User Actor
What does this MR do and why?
This change allows rolling out the custom_ability_* feature flag to specific users before globally enabling the feature flag. This allows us to roll out a feature flag with wide reaching impact to individual members to allow us to test these changes without impacting all users.
