Extract #can_any? helper to check for multiple permissions

What does this MR do and why?

This change was extracted from !151825 (merged) to introduce a helper method called #can_any? to allow checking for multiple abilities at once. This is helpful for the development of Custom Roles as we are now starting to check for one or more permissions in order to access specific UI elements and endpoints.
