Change database testing pipeline reminder to a warning

This check fails the pipeline for every database MR, resulting in an infuriating workflow. This changes the reminder to a warning so that review can be requested after the database testing pipeline completes, without forcing people to retry failed pipelines on every single one of their MRs.
