Cancel redundant pipelines in merge train when reconstruction happens
What does this MR do?
Extends the Merge Train pipeline to detect and cancel pipelines when a new merge request has rendered them redundant. The pipeline running against the old expected post-merge commit has been invalidated, so is discarded.
Test coverage has been enhanced to cover this scenario.
