What does this MR do and why?

Context: paid users are exempted from identity verification.

This MR adds feature specs for this exemption during signup as well as new restrictions* introduced by https://gitlab.com/groups/gitlab-org/modelops/anti-abuse/-/epics/32+.

*New users that have not completed identity verification (phone number and/or CC verification) cannot run pipelines and can only create at most two top-level groups.
