Lowering urgency of the Llm::CompletionsWorker

In an attempt to lower the number of SidekiqServiceWorkerExecutionApdexSLOViolation alerts we are seeing, we are making this change. Setting this urgency along with the worker_has_external_dependencies! property allows us to maintain the llm_completion SLI while hopefully keeping us under our apdex/error budgets
