Fix `fallback_behaviour` version history

What does this MR do and why?

Fixes the version history of fallback_behaviour. The feature was introduced in %17.0, as it slipped from %16.11, but this went unnoticed in the MR, and now the version history states the wrong introductory version (see internal Slack thread).
