Frontend: Remove "Needs" tab from Pipeline page
What does this MR do and why?
This addresses #467262 (closed) and removes the Needs tab from the Pipeline page UI.
This deprecation was announced in 17.1.
After this MR, we will remove associated code.

How to set up and validate locally
- Navigate to any pipeline page
- Insure that the "Needs" tab is not visible.
