Reverse make_synced_work_item_read_only FF check logic
Reversing the make_synced_work_item_read_only
FF logic so that we can allow epic work item
to be edited for specific actors. Current make_synced_work_item_read_only
FF is enabled by default, i.e. preventing anyone from editing a synced epic work item.
This was great for having a safety net, but now we want to start editing/updating/deleting an epic from its work item side so we want to disable the protection of the make_synced_work_item_read_only
FF for some test groups.
However it is not possible to have the FF enabled globally and only disable it for some groups.
We are reversing the logic so that a FF is disabled by default and code prevents editing a synced epic work item by default and we can then enable the FF for some test groups where we want to test editing the respective synced epic work item.
