What does this MR do?

Improve documentation of the vulnerability report's filter:

  • Revise and update the instructions on how to use the filter.
  • Improve documentation of the tool filter because its behavior changed in recent versions.

Background information

The vulnerability report's tool filter changed in GitLab 16.6 and 16.9. Because these changes were made relatively recently, I think it's important that the changes be described in the current version's documentation.
