How to set up and validate locally

  1. Use USE_COMMIT_DATE_FOR_CROSS_REFERENCE_NOTE = true in the /app/services/system_notes/issuables_service.rb and restart test gitlab instance to apply this change.
  2. Commit and push some changes with an associated issue number to a repository in your test gitlab instance.
  3. Check that there are no errors in the Admin Area > Monitoring > Background Jobs > Killed
