What does this MR do and why?

Fix bug where Duo Chat CompletionWorker fails to scheduled nested CompletionWorkers.

Pass session_id to nested sidekiq calls

Preserve session_id in session Hash so it can be reused when nested call occurs.

Extract session_id method into Gitlab::Session
