Add weight widget definition options

What does this MR do and why?

Adds widget_options to work item widget definitions so we can add options for the weight widget.

This also adds the rollup only weight widget to EPIC types.

There are very few records in the DB because the data here is not yet editable by users. This is only managed by our seeds and migrations.
