Move cng-orchestrator to /qa folder

What does this MR do and why?

  • add separate /gems folder in /qa framework
  • move cng-orchestrator to /gems folder
  • add test and ling jobs for cng orchestrator
  • move qa:metadata-lint job to qa.gitlab-ci.yml to keep things more consistent
