Support expanding references for work items

In rich text editor, add support for expanding work item references. Previously this was supported only for issues, MRs and epics.

How to set up and validate locally

  1. In rich text editor, in an issue description or comment, paste a link to a work item URL.
  2. Click the link. A tooltip should appear allowing you to display the link as ID, Title or Summary. (This was previously not possible for work items.)
