Note known issue affecting custom template access in gitlab.com
What does this MR do?
Notes that in gitlab.com custom project templates groups require direct user memberships for the templates to be accessible by users. Inherited memberships do not work unless the project_templates_without_min_access
feature flag is enabled, and this has not yet been enabled in gitlab.com due to related performance issues needing to be addressed first.
