Remove the reference to old upcoming_reconciliations api

What does this MR do and why?

After the merge of the MR, https://gitlab.com/gitlab-org/customers-gitlab-com/-/merge_requests/10337, the CDot is now referencing the new APIs via Sidekiq jobs. The old APIs are not in use anymore.
