Removes feature flag epic_and_work_item_associations_unification

This is part of the work needed to consolidate all feature flags that involve work item epics. The flag epic_and_work_item_associations_unification was added as a short-lived guard for the unification of certain associations but it is considered part of the syncing and thus should be available by default.
