What does this MR do and why?

Add group support to SetCrmContactsService

This will enable us to use CRM contacts with work items at group level

This was identified while working on Work Items - CRM Widget (#464589 - closed) and selecting which work item types should support CRM contacts (if we want them on Epics, which are currently group level feature, we need this change).
